Anthony Downs

Anthony Downs is the Estate Director at Hatfield Park Estate which includes the management of Hatfield House, the surrounding land and property and various diversified enterprises.

Anthony has worked in Hertfordshire for much of his career, which involves the last 25 years with Gascoyne Estates. During his time with Gascoyne, he has overseen a variety of projects including leadership of charrettes, the preparation of design guidance, the regeneration of Old Hatfield, new homes at Mill Green, redevelopment of Hatfield Railway Station, and the promotion of new communities included within the Welwyn Hatfield Local Plan.

In addition to his work with Gascoyne, Anthony has contributed to external bodies including the Office for Place, and the CLA as well as time as a Charity Trustee.

utside of work, Simon enjoys watching any and all sport with a passion for rugby, golf, NFL, football and cricket. You’ll regularly find Simon chatting incessantly at the bar to anyone who will listen. Simon’s particular passion is skiing and holidays with his wife and three children, not forgetting Blue the beloved labrador!

Being a part of the HRDAs is massively important to Simon, as he is an avid supporter of the East and North Hertfordshire Hospitals’ Charity and a keen promoter of the Hertfordshire development industry.

Damion Burrows

Managing Director, DMBA

Damion Burrows, RIBA ARB, is the Managing Director of DMBA. Before founding DMBA, Damion held several leadership roles in architectural practices, where he managed and delivered a diverse portfolio of social and high-end residential projects in London and Manchester.

At DMBA, Damion focuses on steering a dedicated team through a range of new build and refurbishment projects across commercial and residential sectors. He brings his design flair, technical know-how and heritage sensitivity together to deliver outstanding solutions to complex urban design challenges that are commercially savvy whilst enhancing the character of the city.

Outside of DMBA Damion maintains a progressive approach to architecture, extending the reach of the discipline through media-related appearances on BBC and Channel 4 property programs, including RIBA House of the Year and Your Home Made Perfect. As a chair of RIBA London Council, judge for the RIBA South West Regional Awards and co-chair of the Lambeth and Westminster Design Review Panels, Damion makes a positive contribution by upholding design quality in London boroughs.

Kevin Howell

Director of Estates & Facilities, East & North Hertfordshire Teaching NHS Trust

Kevin joined the East and North Hertfordshire Teaching NHS Trust in January 2020. With 40 years’ experience in the NHS, Kevin has held several senior and executive Estates and Facilities roles in the London area – including The Royal Free, St Mary’s Paddington, PRU Hospital, Barnet and Chase Farm, Watford, North Middlesex and St George’s. He has led on the development of two new hospitals and a new midwifery led unit in north London.

Kevin leads on the development and implementation of the Estates and Facilities Strategy. The role encompasses hard Facilities Management services (engineering and building), soft Facilities Management services (cleaning and catering), security and electro biomedical engineering (medical devices).

Kevin’s passion is ensuring the safety of patients, visitors and staff whilst under our care, ensuring a sustainable future for the Trust.

Donna Schultz

Chief Executive Officer, Hertfordshire Chamber of Commerce

Donna leads the Hertfordshire Chamber with a passion for driving business excellence and community engagement. Since joining the Chamber in 2019, Donna has played a key role in expanding the Chamber’s reach, fostering collaborative relationships, and championing initiatives that benefit the local economy.

Her leadership is marked by a forward-thinking approach that emphasises innovation, strategic growth and member support. In recognition of her contributions, Donna was appointed to the Chamber’s Board of Directors in April 2023, where she now works closely with her peers to shape the Chamber’s future and advocate for the needs of businesses across Hertfordshire.
